This funk lick is based on the E 9 chord. Notice how you slide the chord from the lower fret into the E 9 and play a groove using the lower three notes of that chord. You also play muted notes in between the chords to add extra syncopation. The ending phrase of the lick plays the higher notes of the E 9 chord.
